Orphan Care Initiative
|
As the feeling that the Kingdom sense on its role in protecting the most in need of care and protection groups in society, and as an extension of the path of social protection for members of society who most vulnerable to destitution and need, the Kingdom has paid attention in providing financial compensation to the children of the deceased family member through the General Organization for Social Insurance. The organization enabled the family members of the deceased contributor to benefit from the monthly pension that is paid to them (the wife and children up to the age of 26 years for males if they complete their educational programs) or any of the dependent heirs before his death. As for females. As for females, a deceased woman with a breadwinner is entitled to a monthly pension that continues regardless of her age, and the benefit is only paid if she marries or joins a job, and the payment is repaid upon her divorce or widowhood. As mentioned above, the State, represented by the General Organization for Social Insurance, provides special consideration to families who lose their breadwinner by providing appropriate compensation to members of those families and covers the gap of material support due to the absence of the breadwinner, thus supporting the principle of social protection and embodying the philosophy of social solidarity, and protecting orphans from want and need.

Women's Empowerment Initiative
|
The Kingdom supports women through a network of social insurance systems that guarantee them lucrative insurance benefits that provide them with insurance protection and give them the opportunity to cover their basic needs through the Pensions Branch, where the institution covers the pension for women in the event of the death of their breadwinner, and the pension due to them continues to be paid until they join a job or get married. Social insurance systems also give women the right to receive a monthly pension regardless of their age, as opposed to the payment of pensions to males, as social insurance schemes restrict the entitlement to pension benefits to males upon reaching the age of 21, or up to a maximum of 26 years if they are linked to educational attainment, whether in educational or vocational institutions. Thus, Saudi social insurance systems represent a social safety net for women that protects them from destitution, provides them with adequate and appropriate material support in the absence of the breadwinner, and allows them to search for a source of income - such as a job or owning a business - without worrying about securing their daily livelihood. In addition, the social insurance system also ensures that women are supported in other aspects, such as the provision of marriage benefits, as the system guarantees that women are granted the equivalent of 18 times the return or monthly pension from which they benefit in the event of marriage, and this is consistent with the principles of the institution in providing social protection for women, and is consistent with the philosophy of social protection sponsored by the state represented by social insurance, in terms of continuing the same approach of the state that seeks to meet women's need for social security and working on designing systems Social insurance that responds to it.

Protecting people with disabilities Initiative
|
The Government of the Kingdom of Saudi Arabia has been interested in protecting and providing elements of safety and social stability for the workforce through the civil retirement system by including insurance coverage against the risks of injuries that lead to disability, whether due to work or otherwise, as well as through the social insurance system, where the branches of the insurance system include the following:
(a) The Occupational Hazards Branch, which ensures compensation in cases of work injury, is mandatory for all workers without distinction as to sex, nationality or age.
(b) The Pensions Branch, which guarantees the provision of compensation in cases of non-occupational disability, old age and death. It is mandatory for all Saudi workers employed under an employment contract for one or more employers within the Kingdom, regardless of the duration, nature or form of the contract, and regardless of the amount or type of wage paid, without any discrimination as to sex.
GOSI seeks to empower persons with disabilities by providing them with the necessary rehabilitation, tools and facilities so that they can return to the labor market, raise their levels of independence and integration into society, and invest their energies and expertise in parallel with their current capabilities and capabilities.

- The institution shall cover the expenses of transporting the injured person to the place of receiving treatment and paying the accommodation expenses of the injured person and his companion throughout the period determined by the medical committees.
- The Organization covers the compensation of the temporarily disabled injured person for his lost income as a result of the injury by paying him a daily allowance for the duration of his interruption from work as a result of treatment or due to the installation, maintenance or replacement of prosthetic limbs or when a relapse or complications resulting from the injury occurs and this resulted in a temporary suspension from work.
- Compensation for the injured person with temporary or permanent disability with lump sum or monthly compensation paid to the injured person as compensation as a result of disability resulting from the injury, and an additional monthly subsidy is added to it in the event that the injured person needs the help of others (utilities) permanently to carry out his daily life duties.

Sustainability of insurance protection

Youth Empowerment Initiative
MRN
Flexible work means the work performed by the Saudi worker or female worker for one or more employers (establishment), and the wage is calculated on an hourly basis.
- Flexible work contracts are limited to Saudi men and women only.
- The contract is subject to the (flexible work) system in the social insurance system to cover the pension branch only.
- The minimum wage for employees of the flexible work system is 25 riyals per hour.
- The maximum working hours (flexible work) is 95 hours per month for each establishment.
- One month's service is calculated for the worker under the flexible work system upon completing a total of (168) working hours, and in the case of working for more than one employer (establishment), work requires at least (60) working hours in each establishment to calculate the service.
- The number of Saudi men or women working on flexible work contracts should not exceed 30% of the number of Saudis registered in one establishment.
- Employees with (flexible work) contracts are registered through the Ministry of Human Resources and Social Development, and the registration data is automatically reflected in the social insurance system if the conditions for submission are met.
- The following conditions cannot be registered with flexible working:
- Government employees.
- Voluntary contributor.
- c. The owner of the establishment in his establishment.
- Combining two contracts (flexible employment contract - regular employment contract) with one employer.
SANED BRANCH
In order to integrate the social insurance system in the Kingdom, Royal Decree No. M / 18 dated 12/3/1435 AH was issued approving the unemployment insurance system (SANED), which aims to take care of the Saudi worker and his family during the period of his unemployment. Those who lost their jobs for reasons beyond their control by providing a monthly source of income for the unemployed and providing training and assistance in searching for work.
This system gives an opportunity to empower young people in the private sector for the following reasons:
- Young people were keen to excel in their work.
- Young people develop their skills.
- Not to fear being excluded from their jobs for a reason beyond their control.
- The employer gives competent young people who are keen on the success of the institution to which they belong.
This system is implemented and supervised by:
- The General Organization for Insurance, which supervises:
- Collection of contributions for the unemployment branch.
- Examines contributors' complaints regarding ineligible reasons for exclusion and verifies that the employer has taken the correct action when excluding contributors.
- Disbursement to beneficiaries in accordance with the eligibility conditions specified for eligibility for payment for each unemployment compensation.
- The Ministry of Human Resources, which supervises the following:
- Considering labor issues between employees and employers in cases of termination of contracts and determining the reason for exclusion in accordance with the Saudi Labor Law.
- Training for employees and offering job opportunities through the Human Resources Fund.
The biggest witness to the empowerment of this system for young people and finding flexibility to benefit from it is what happened during the Corona pandemic in 2020 AD through the Daem initiative, and its objectives were as follows:
- Reducing the effects of the crisis on the private sector by supporting enterprises by exempting them from paying the wages of some workers.
- Compensating employees through SANED Fund to ensure the provision of a source of income for them.
- Maintaining the jobs of workers in the private sector and returning to work after the end of the support period specified for each activity.
Possibility of coverage with more than one employer:
The social insurance system includes coverage for the Saudi contributor or the Saudi contributor who works for more than one employer (establishment) during the same period, provided that each employer (establishment) is committed separately to pay the full contributions required by the system, and on the basis of the contribution wage paid to the contributor, provided that the total contribution wages of all employers for whom the contributor works does not exceed (45000,<>) forty-five thousand riyals per month, if exceeding this amount reduces what is subject to deduction Contribution to each of them in proportion to the wage due to him attributed to the total wages.
